The Google importer is administrator-triggered against a public Google Maps or Business Profile URL, and it pulls reviews that already exist there. The CSV/JSON importer does not touch Google at all, so it needs no API key and no Business Profile, and it is the right path any time the testimonial did not originate on Google. Both importers write into the same review table in your WordPress database, so a single display can mix reviews from both sources.
